Decisions of the Executive Committee of CAF
Meeting on the 23rd of Septembre 2010 under the chairmanship of President Issa
Hayatou, the Executive Committee of the Confederation of African Football took
important decisions on the future of the game on the continent. The meeting also
concluded the series of deliberations of the permanent commissions within the
continental football governing body that started meeting on September 14.
Qualifications for AFCON 2013
Taking into account the change of timetable for the holding of the Africa Cup of
Nations from even to odd years the Executive Committee has exceptionally modified
the rules of qualification for the competition. It has been decided that :
- Countries which will not make it to the African Cup of Nations in Gabon and
Equatorial Guinea in 2012 will contest a first round qualifiers involving direct
elimination with the aim of disqualifying fifteen teams. The Period of January 15
to February 15 2012 has been earmarked for this first round qualifiers.
- In case the number of teams exceed 45, preliminary rounds shall be organised.
In this case the criteria to be used to get teams play the preliminary rounds
shall be based on the FIFA rankings.
- The second round qualifiers will also be direct elimination and shall see the 15
remaining teams(with the exception of Libya which is the host country) face the
15 others which participated at the 2012 World Cup.
- If the Libyan team qualifiers for the 2012 African Cup of Nations, the remaining
15 others will directly contest the second round of the 2013 African Cup.
- If Libya does not qualify for the 2012 African Cup of Nations, Gabon and
Equatorial Guinea will play each other in a playoff game and the winner will join
the other 14 teams for the second round for the qualifiers.
These rules, the Executive Committee of CAF notes are exceptional. Qualifiers for the
2015 African Cup will respect the normal rules of a mini tournament in groups.
